There are three steps to putting together your clan.

Step One: Gather Leaders - A good street gang needs good leaders to command the battlefield. You start the Clan Creator with three leaders: Joe, Masao, and Shunta, but given your Strike Team has six positions, you'll know full well that's not nearly enough. There are several ways to get leaders, and they're discussed in detail in the Clan Leaders section, but the simple matter is that you get leaders from fighting special characters on the street, completing Clan Missions, and completing certain Substories.

Step Two: Clan Hierarchy - With a pile of leaders, you'll need to assign them to positions of authority in the clan. Kiryu, of course, remains at the top as the Chairman, but all other positions can be filled with any leader you choose. How many positions you have changes as your clan grows. The question is, who goes where? The answer is basically that people in higher positions get supported by people below them, so placing a person in a "soldier" level below a "lieutenant" gives a boost to the lieutenant's stats. Similarly, that lieutenant then gives a stat boost to the captain above them. You can use the concept to create some beasts.

Also, the Hierarchy improves as you go through the Clan Missions. Here's how it breaks down:

  • Level 1 - Available from the beginning: you have one captain, three lieutenants supporting him, and two soldiers supporting one lieutenant.
  • Level 2 - Available after defeating one of the Six Lunatics. In addition to the captain and three lieutenants, you now have five soldiers, two supporting two lieutenants, and one supporting the third.
  • Level 3 - Available after defeating two of the Six Lunatics. The middle lieutenant now has three soldiers supporting him, and two of those soldiers each have one soldier behind them. Also, there's an "advisor" role off to the side. Put someone there and they'll gain x1.5 EXP, although they cannot have anyone support them.
  • Level 4 - Available after defeating three battles with the Six Lunatics (the Tag Team counts as one). One of the soldiers on the left-hand lieutenant has their own soldier. One soldier on the middle lieutenant has two soldiers. Also, there's a Lieutenant Advisor position with two soldiers backing him up.
  • Level MAX - Available after defeating four battles with the Six Lunatics. In this final form, it's a little complicated:
    • First, the Advisor position has become "Chief Advisor", with an XP bonus of X2.
    • The Lieutenant Advisor position now has four soldiers underneath it.
    • Under the Captain is now a "Chief of HQ", with an XP bonus of X1.5.
    • The left-hand lieutenant now has three direct soldiers, with one of the soldiers with one subordinate soldier, and another having two.
    • The right-hand lieutenant now has two Soldiers underneath him.

Step Three: The Strike Team - From your Hierarchy, you select six members to be on your Strike Team. These are the guys who you can deploy to the battle where they'll fight. Naturally, you'll want these guys to be strong, and versatile between the six of them so you can deal with anything the enemy throws at you.
