Right from the start, you'll want to jump or swim over to that yellow pipe and dive down. This leads you into the underwater section of the level. Just keep swimming forward, grabbing any coins you see and, of course, dodging those pesky Cheep Cheeps.

Keep an eye out for the first block you can hit. If you can grab a Fire Flower from it, do it! Fireballs are super useful in water levels because they let you actually defeat those fish instead of just avoiding them.

A little further ahead, you'll spot the first Star Coin. You might want to take out that blue Cheep Cheep with a fireball before you go for it, just to be safe.

Continue swimming and you'll hit another bonus coin block. Smash it, and then you'll have to deal with a giant Cheep Cheep that pops out from behind it.

After that, you'll encounter a water current. Swim around the platform to get past it, and you'll find another yellow pipe below. Head down this one.

Once you're down there, sink straight down into a fast-moving current. Grab Star Coin #2, but be quick about it! Then, swim back out and look for the pipe in the upper-right to exit this area.

When you pop out, you'll find a Checkpoint Flag – activate it! Keep moving to the right.

You'll soon come to a spot where some red Cheep Cheeps are swimming in a circle around a square rock. Look up – there's a small opening in the ceiling just above them. Swim up through it to reach the surface.

Once you're out of the water, jump up to grab some coins and, more importantly, Star Coin #3.

Jump back into the water and continue heading right. You'll need to navigate around more fish, including a big blue Cheep Cheep up ahead.

You'll find a P-Switch. Hit it to turn a bunch of coins blue, grab 'em, and then continue to the pipe at the very end of the underwater section.

Finally, you'll be back on dry land. Just jump up the blocks here to reach the flagpole and finish the level!

Tips

Fire Flowers are your best friend in this level. If you can get one early, hold onto it as long as possible.
Be extra careful when going for the Star Coins, especially the second one which is in a fast current.
Don't forget to hit the P-Switch to collect the blue coins – it's a nice bonus!
