You're looking for the Desert Cave located north of the Oasis in the Great Sandy Desert. It's a place you'll pass through during the main story, and it's not a huge cave, so finding him shouldn't be too tricky. Once you get to the entrance, head inside. How to Defeat Sniper Killer:
