Chapter 13 - Settling Accounts

After Kiryu recovers at Aoi, Sayama leaves to search for her father. Kiryu and Haruka have free time to explore Kamurocho.

Step outside to begin the side quest "Haruka's Requests". Refer to that section for details.

Two Substories that require Haruka to be present are now available in Kamurocho. It is recommended to complete these now.

After completing those Substories, you can complete the final four Substories, which must be done in order. Information for these is in the chapter's section. It is possible to complete the entire Completion List in this chapter.

Head to the south part of Shofukucho (marked on the map). Haruka will recognize a famous actress.

The producer with the actress will approach Haruka and ask if she is interested in becoming a star, giving them his number. A new marked spot will appear at the north end of town.

Kiryu's phone will ring; it's the producer wanting to meet. Head to the marked spot and enter the building. The conversation will lead to a fight, regardless of your response. This is Haruka's final involvement with the entertainment industry.

Hear about a singer at Stijl. Go to Stijl and witness her finishing a dispute with a customer. She will leave.

Go to the footpath and speak with the young lady. She will explain her desire to be a professional singer and her struggles.

Return to Stijl and you will encounter the producer again. Kiryu will introduce him to the singer.

Return to Aoi. Haruka will ask if you are ready to return to Kamurocho to continue the story. You can choose to continue exploring or proceed to Kamurocho.

Kiryu receives a phone call informing him that Date has been taken hostage. Head back to Kamurocho.

As Kiryu, Sayama, and Haruka drive to Tokyo, the Jingweon attack. Kiryu boards their flatbed truck, initiating a series of fights on moving vehicles.

Fight off waves of Jingweon. Throw grenades back at enemies who are out of reach.

Defeat several bosses, including the Man In Black, who has knives in his shoes.

Upon arrival in Kamurocho, drop Haruka off at Serena.

Take Sayama to the Millennium Tower. The minimap (a small map displayed on the HUD (heads-up display — the on-screen icons showing health, ammo and the minimap), showing your immediate surroundings) will indicate the presence of enemies.

You will fight the Jingweon before reaching the Millennium Tower.

Head to the elevators inside the Millennium Tower. The fight here involves YEONGMIN JI and other Jingweon. Gun-based Heat Actions (special powerful moves) cannot be used against Yeongmin Ji.

Use furniture for cover (press the cover button to crouch behind walls or objects) or as weapons. This fight is more annoying than difficult. Utilize weapon Heat Actions or Extreme Heat mode to finish it quickly.

The chapter concludes with a tragic event.
