1. First things first, you've gotta dive deep into the main storyline. Keep at it until you've taken down both of the main story combat bosses. The last one you'll need to beat is called 'Heaven’s Pier - For Whom Does He Return'. Honestly, you'll probably want to be around level 35 before you even get to the second part of the first act, which leads up to that boss fight. If you're checking your Journal, you'll see that you need to finish up the 'Still Shore' and 'Blissful Retreat' campaign sections to get there.
2. Once you've conquered those bosses and wrapped up those campaign blocks, Chapter 2 of the main storyline will officially unlock. You'll get a new quest that directs you to chat with the Dockmaster. You'll find him hanging out near Blissful Retreat and Harvestfall Village.
