In Plain Sight

First things first, head down the stairs and make your way across the street. Keep an eye out for the news van – it's your target.

I highly recommend reloading your save until a motorcycle spawns between you and the van. It's way easier to handle with a bike's speed and agility.

Hop on that motorcycle and get ready to chase down the van. Your first move should be to use the Traffic Light hack to stop it dead in its tracks.

Once it's stopped, finish off the driver with your gun. If you nail this quickly, you'll avoid a lot of hassle.

Warning: If you miss your chance to take out the van with the first traffic light, you'll have the police scanning you while you try to finish the driver. It makes things way harder, so if this happens, just reload the checkpoint. It's not worth the headache.

You can't outrun those scans forever. They'll keep tracking you across districts. Your best bet is to make a break for Pawnee.

Use the backroads to lose the pursuing police cars. Then, disable the helicopter and make your escape.
