If you've got IEDs ready, toss them at the two cars as they arrive. This will stop them dead in their tracks, and you'll just need to clean up any remaining enemies. Easy peasy.

Cunning Route - Block the Path

At the first intersection the cars hit, there are Blockers you can hack. This should stop at least one car. You can ignore that one and focus on the second. You can either ram the second car or use the Traffic Lights to cause a crash. After that, you'll just need to mop up any stragglers.

Aggressive Route - Spin Outs

If you miss the chance to hack the Blockers or Traffic Lights, don't sweat it. Just go for a ramming approach. Once you take out one car, you can ignore its occupants and chase after the second one. You don't actually need to kill the Fixers until the objective updates. Keep an eye out for more hacking opportunities as you chase them down, and you should be good to go.
