Honestly, this only really becomes a problem if you build a squad that's ALL heavy machine gunners. But if you're smart about it, like say, running a full sniper squad, you'll find your ammo needs are much more manageable. Snipers usually only take a few shots per fight, and your ammo types will be spread out – think .30-06, .50 caliber, and energy cells. Energy cells are usually pretty plentiful, so you'll mainly just need to keep a closer eye on stocking up on .30-06 rounds and rockets.

Now, here's a crucial bit of info: most merchants in Wasteland 3 don't restock their goods. The big exception is the armory back at Ranger HQ. Its entire inventory resets after you complete certain main story missions. Keep an ear out for radio messages from Corporal Gonzalez about the R&D department – that's your cue that the armory's been restocked! Also, remember that random encounters with merchants out on the world map are usually a one-time deal.
