Learn how to increase your Empire Tier in Saints Row (2022) by establishing and completing Ventures to unlock more lucrative operations and earn more cash.
Alright, so you wanna build a real criminal empire in Santo Ileso, right? Forget petty stuff; we're talking sophisticated operations. To do that, you'll need to get your hands on the Empire Table and start setting up some Ventures. This is how you really start making bank in Saints Row.
You'll first get a chance to use the Empire Table during the Networking mission. Once you've got it, head up to The Church – it's on the top floor. Interacting with it brings up a map of the city, showing you circled spots where you can build your first Venture. Each region can only have one Venture, and you pick which one from a list on the left side of the screen.
After you set up a Venture, you'll see a quick cutscene. Just having it there gives you passive income, but you can boost that big time. First, clear out any Threats in the region – there will be five when you establish a Venture, and each one you clear bumps up the Venture's base value by 20%. Plus, each Venture has its own unique activities. Completing all of those will double the Venture's base value. So, by clearing Threats and finishing activities, you can actually triple the income from a single Venture!
Now, not all Ventures are created equal. The really good, money-making ones are locked behind your Empire Tier. You start at Tier 1 and can go up to Tier 4. To unlock higher tiers, you need to complete specific missions that pop up once you meet certain requirements.
How to Increase Your Empire Tier
Keep an eye on the Empire Table; in the top left, you'll see your current Empire Tier and the objectives needed to increase it. These objectives are usually a mix of placing and completing Ventures. But here's the kicker: just hitting those requirements doesn't instantly boost your tier. Instead, they unlock special Missions. Completing those Missions is what actually raises your Empire Tier.
| Empire Tier | Unlock Mission | Requirements |
| 1 | Networking | – |
| 2 | Drawing Head | Place 3 Criminal Ventures |
| 3 | Body of Evidence | Place 6 Criminal Ventures, Complete 2 Criminal Ventures |
| 4 | Good Cop/Bad Cop | Place 8 Criminal Ventures, Complete 5 Criminal Ventures |
Every time your Empire Tier goes up, you get access to new Ventures and Challenges. The higher the tier, the more cash these Ventures rake in. For example, JimRob’s Garage, your first Venture, might only pay $1,000 per hour. But a Tier 2 Venture like the Laundromat jumps to $15,000 per hour, and Tier 3 Ventures can hit $46,000 per hour! Seriously, each new tier's Ventures bring in about as much cash as all the Ventures from the previous tier combined. So, the strategy is simple: do just enough to unlock the next Empire Tier mission, complete it, and then establish those super lucrative higher-tier Ventures.
