So, you're looking to get your hands on some Topaz in Eiyuden Chronicle: Rising? It's not something you'll just stumble upon out in the wild, but there's a solid way to get it once you've progressed a bit.

How to Trade for Topaz:

Once you've put some effort into leveling up the Trading Post on Second Street, you'll unlock the ability to trade for Topaz. This is your main reliable method for getting them. However, be prepared – this trade isn't cheap. You'll need to fork over a Lithic Crystal and a Lapis Lazuli for each Topaz you want.

Now, these materials aren't exactly lying around everywhere. The Lithic Crystal is a pretty rare drop you can get from enemies, specifically in the Quarry area. As for Lapis Lazuli, it's another one of those gemstone resources. You might find some in chests scattered around, but the good news is that there are more mining nodes for Lapis Lazuli than for most other gemstones. If you're looking for specific spots, try the first section of Snowpeak; there are two rooms there that are guaranteed to have a Lapis Lazuli node.
