What a friggin' mess, huh? Well, after all this, you at least have all four characters gathered together. The big plan is to take all the money that was recovered, put it up on top of Millennium Tower, and basically see who bites. It's a stupid plan, but these are stupid times.
Anyway, once you get control again, realize that this is the end of the game. All characters' resources are now pooled. Money, items in the Item Box, Valuables (including Locker Keys and Weapon Designs), Casino Chips; just about everything is shared now. Now is the time to clean up whatever you want in the game. Talk to each character to switch to them. Finish everyone's Substories (all are available now) and whatever extra Completion you'd like to go for. You'll also have the opportunity in Premium Adventure to complete everything.
- If you're missing Substories for Akiyama because of a certain person being absent, go back to the Sky Finance office and examine the desk to have Akiyama "imagine" the old days. That person will "appear" and you can do Substories involving them.
- Saejima still has the cops to worry about, so make sure you avoid them if you take him out.
You'll double-confirm with Date when you're ready to go. We'll say our farewells to the departed then have a big badass strut down to Millennium Tower. It turns out the plan worked because everyone just showed up. Amazing how it all comes together.

Four Face
Akiyama faces off against the man who he would have become king. Arai is a speedy fighter like Akiyama, and mainly kicks. One thing you shouldn't do much with Akiyama is focus on Slash Kicks. Arai has a blocking counter that will knock you right out of it. Beyond that, he's a pretty normal fight. When he pops Heat, be careful about tossing straight attacks at him, as he can dodge-strike.
Four Faith
Saejima stares down a man who he had inspired to take his one shot, and now is doing the same. Kido is truly a beast under that jacket. Power like Saejima's and the speed of youth, and most of his attacks cannot be interrupted. He can even enter an orange Heat and deliver a devastating combo, which is fortunately pretty easily dodged. When you get his health down real low, he'll charge up his energy to heal. There's pretty much no avoiding this, so continue to deliver him the pain. Charging Finishes are pretty must Saejima's bread and butter.
For Face
Kiryu steps toward the man he abandoned with a heavy burden. Daigo reveals his Fudo Myoo (Immovable Buddha) tattoo and is ready to show Kiryu what he's learned since they last fought four years ago. For the most part, Daigo is simple combos. The problem is that he's quite skilled in the basics. Blocking, dodging, retaliating. His moves never get fancy, but it's actually quite difficult to land proper combos or even Tiger Drops on him. Do your best to dodge and counter and maybe you'll get lucky with a Tiger Drop against once of his powerful jumping strikes.
For Faith
Tanimura takes control of his own justice and descends on the one who would see everything under his control. Munakata is by far the most annoying fight, as he comes with all his boys, which are varying degrees of a problem. There are normal Bodyguards which have low health, Elite Bodyguards which have high health and are armed with knives, and the Bodyguard Captain who is just bigger and beefier. There's also Munakata himself, pecking at you with his gun. If you don't have Sacred Tree Armor, then it's going to be a pain to deal with. The trick with this big group is that they're all defense and dodging you when fighting you normally, but if you advance on Munakata, they'll actually get ticked off and start rushing you. At that point, pull up parry after parry to disorient them and get some Heat Actions in. Essence of Ball and Chain works great on two guys, and setting up Essence of Combo helps, too. Once you start whittling them down, the fighting gets a little simpler. You can technically drop Munakata early, as he doesn't block, so taking his gunshots out of the fight will make the rest of the jerks less of a pain.
