Travel to the road just north of Hla Oad.

You will spot an NPC (non-player character — anyone the game controls, not you) named Fjol on the side of the road.

Fjol will offer to leave you alone if you pay him 100 septims.

If you pay him, he will leave.

If you refuse to pay, you will enter combat with Fjol.

Warning: Fjol wields a large axe and can be a challenging opponent. Keep several Restore Health potions ready.

Continue attacking Fjol until he is defeated.

Loot Fjol's corpse for items.

Tips

Fjol is an outlaw who will attack if you do not pay him the requested 100 septims.
The quest will not be marked as closed unless you pay Fjol the 100 septims.
