Tempest Rising features two distinct 11-mission campaigns, one for the Global Defense Force (GDF) and another for the Tempest Dynasty. The Veti faction plays a significant role in both, contributing to the overarching narrative of the Tempest War in 1997. Players will experience morally complex choices and parallel storylines from each faction's perspective.

The campaign can be played on four difficulty settings: Easy, Normal, Hard, and Insane, which affect enemy numbers and veterancy. Before each mission, players receive a briefing and can customize their loadout through the Doctrine and Armory menus. The game also introduces 'specialists,' hero-like units with unique abilities. Each mission includes in-engine cutscenes and features both primary objectives, essential for completion, and optional secondary objectives that offer benefits.

GDF Campaign Missions:

• 01: Signal Lost - Iceland: Secure Tempest harvesting operations and eliminate Dynasty forces.
• 02: The Hornet's Nest - Iceland: Relieve a GDF base under attack and deny the Dynasty Tempest control.
• 03: Paradropped - China: Infiltrate a Dynasty base with an elite strike force.
• 04: Retaliation - Germany: Defend against a Dynasty assault and destroy SAM sites blocking reinforcements.
• 05: The Pass - Italy: Ambush Dynasty supply convoys in the Alps.
• 06: Pull That Base Apart - Poland: Disrupt Dynasty harvesting operations and dismantle a key base.
• 07: Public Relations - Belarus: Conduct a search and rescue operation in occupied territories.
• 08: The Ancient Basin - Iraq: Escort archaeologists to an ancient temple site and defend against Dynasty forces.
• 09: Ancient Power - Egypt: Hold out against an unknown aggressor, the Veti, attacking all factions.
• 10: The Fall of Alexandria - Egypt: Establish defenses and repel the Veti as civilian evacuations occur.
• 11: Heart of Glass - Spain: Counter the Veti's advance on the Spanish coast.
