After that, head downstairs and follow the hallway around until you find another set of stairs going up. Climb those, and keep following the rooms until you find another Monolith antenna. This is what's causing all the trouble. You'll need to destroy it – a few well-placed grenades or some solid shotgun blasts should do the trick. Once it's sufficiently damaged, the mission objective will update, telling you to investigate some noise downstairs.
Head back down and drop through the hole you'll find. Look for a big cabinet, open it up, and you'll find a guy named Rogovets. Have a chat with him. After you speak to him, you'll automatically be zapped back to the Laundromat. A cutscene will play, and you'll learn that Garry has headed back to Yanov and won't be around for a few days. Kovalsky also wants to see you.
Find Kovalsky – he's in the next room over now. Go talk to him. Another cutscene will roll, and boom! Mission complete. Nice work!
