SimCity 4 offers several distinct modes to manage and develop your cities. Each mode serves a specific purpose in the game, from large-scale terraforming to detailed city management and personalized Sim interaction.

Modes:

1. God mode: This mode provides extensive terraforming capabilities, allowing players to modify terrain, add trees and wildlife, and perform operations that affect the entire map. It's primarily used for shaping the landscape before or during city development, though it's generally inaccessible after a city is established without cheats.
2. Mayor mode: This is the core gameplay mode where players focus on building and managing their city. Responsibilities include zoning areas, laying down roads, placing buildings, and maintaining a stable budget. Success in Mayor mode can unlock special reward buildings.
3. My Sim mode: In this mode, players can create or import a Sim from The Sims series and place them within their city. The Sim provides feedback on the city's development. If the Rush Hour expansion is installed, this mode also grants access to the U-Drive-It Mode, allowing direct control of vehicles.
