Liberation is one of the most important mechanics in Just Cause 3. It is needed to unlock missions, challenges, re-supply points, garages, and equipment. In order to liberate a settlement, you must complete all the "Liberation objectives" displayed at the top left of the screen (your Heads-Up Display, or HUD (heads-up display — the on-screen icons showing health, ammo and the minimap)).
