Masuda's bar opens as a source of cases in Chapter 3, once you get sent over there to meet with Ayabe. Masuda will give you the first right away, and the rest become available after certain conditions are met.
Photojournalist Job - Under the Table Politics
This requires you to be at a Reputation Level of 35, to have befriended Hiranuma, and to have cleared "Honey Trap". Also, this job must be done at night. Meet Hiranuma at Beef Zone (below Mjiore) and he'll discuss a dirty political scandal. You'll automatically be taken to the scene. Once the politician gets heated, instead of taking a shot from the window, go around the front and enter the room. Take a shot of the man's face from the gap in the door. You'll next have a fight with the guy and his security squad. This will end the case.

This is the side case that's required upon opening up Tender's cases.
Sexual Harassment Investigation - Morale and Morals
This requires you to be at a Reputation Level of 45. Head to Mijore and your client will be the woman in the back. She'll tell you about being harassed at work and show you the suspect, the son of the CEO. Head to the building she specifies, then up to the office on the fourth floor. Yagami will notice the janitor. Go to Don Quijote and buy the Janitorial Uniform. Head back to the office, change into the uniform, and speak to the janitor outside. Once inside, get your shot of the bad guy leering at the girl, then once you're outside, pull out your drone and fly up to the fourth floor. Get a shot of the jerk massaging her, then another shot of him fondling her. Just make sure you get your shots good and quick before you get noticed. Now rush inside and you'll meet Rei. She'll confront her boss. Head outside and observe from your drone. Oh wait. Not good. Head back inside and up to the fourth floor and you'll fight the janitor, completing the case.
Entertainment Industry Job - Interview with a Detective
This is available once you complete the story-required side case, and it can only be done during the daytime. Go to the Hotel New Deborah in Theater Square and take the elevator to the sixth floor. You'll meet the client, Hayama, and his client, Shijima. Apparently, Shijima has a looming scandal, and Yagami is needed to play the part of decoy for him, in a vampire costume, no less. Head over to the Hills Garden area and wait at the bench. Once the event begins, change into the Vampire Costume, then say the catchphrase "Offer unto me your pulsing blood!" Soon, you'll be asked to answer questions. Respond however you wish, then once you get freedom of movement, change back to your normal clothes and you'll be done.
I Got Honey Trapped! - Honey Trap
This requires you to be at a Reputation Level of 15 and to have cleared "The Twisted Professor". Once you take the case, you'll meet the client at your office. Use the "Wait" prompt in the blue circle and he'll show up. Turns out the client, Hyuga, is a stand-up comedian who got spotted in the city with a minor at a bar. Ask all the questions available. The case is to prove that Hyuga was set up. Head over to Bantam. The bartender doesn't know much, but the reporter next to him will share some info. You'll get access to her Chatter profile. Note that her last move is "ate an onion ring". Only one place in town sells onion rings: Wette Kitchen. Go up to the second floor and you'll see three women. Examine all of them. Only one has most of the features, but no blonde hair. When one of the women get up "Don't Go After Her", because the one without blonde hair is the one you want. You'll tail her from Wette Kitchen all the way to the northeast part of town. At the end, defeat the culprit.
So Much Murder - Sashimi of the Fallen
This requires you to be at a Reputation Level of 25. The owner of Koi Bride needs your help for all the grisliness. Which is to say, all his carp were made into sashimi, and we need to find the culprit. For the Active Search, examine the plates, the bowl of ice, and the pond. Next, you'll need to head to a sushi restaurant to figure out who did that. Go to Sushi Gin and speak to the chef. He'll give you a name, but is unconvinced that he did it, so won't give you too much info. Take this time to work on the side case "The Missing Diamond" if you haven't already. Go to Sushi Gin. Present the drawing to the owner and he'll identify it positively as Wakahara. He'll tell you that Wakahara can probably be found at a pachinko parlor. Head to the marked spot outside of Volcano. Look nearby for the guy in the camo jacket with the mole on his forehead. Talking to him starts a chase. Chase him to the Shichifuku Parking Lot, then beat his sorry butt. You'll get a total of 100,000 yen as compensation from both clients.
A Valuable Cat - Secrets of Cats
This requires you to be at a Reputation Level of 5. Go to the roof of the building in Senryo Ave. that has Modern Mahjong in it. Wait in the marked spot and a guy will show up asking you to search for a cat his boss used to own. He'll give you a picture. Take it downstairs to the cat cafe on the third floor of the building. The clerk will slide you some cat food and give you the idea of searching Taihei Boulevard. The area gets marked on your map, so head there and you'll find the cat on top of the rain shelter in front of Millennium Tower. Press the Confirm button while looking at it to spot it. It will run off inside Millennium Tower, so head to the bottom floor. You'll engage in an Active Search. The cat is actually on top of the eastern elevator. Easiest to see him from the south end near the Drone Racing kiosk. Once you spot him, pull out your Drone and fly it up to him. You'll get interrupted by some bad dudes. Beat them down, then Yagami will realize he probably needs a defense system. After speaking to Makihara, pay him for a gun mod on the thing. It's 100,000 yen, but it's worth it for the payoff for
