Your first objective is to head to the mall. There's a surprise announcement waiting for you there, and you'll also run into Ryogo. After that, make your way back to the JDF Facility. Find and talk to Koike; he'll give you the address for the Kirishima website. Once you have that, it's time to head to the heliport.

Now, here's a bit of a tricky part: Koike gave you an old website address. When you get there, you'll need to navigate to the 'Info' section and then click on 'Information1' to find the updated address. Once you're at the new site, look for 'Work', then 'Info' again, and finally select 'Marine Shipping & Generators'. This will give you the address for the Okinawa Ocean City Development Dept. website. On that site, click 'Information', then 'Link for O.C.D.G.' to reach the Okinawa Ocean City Developer's Group site. Honestly, the main point of all this clicking around is to flesh out your in-game website library and learn more about the world of 2112 Earth, rather than for any immediate mission objective.

After all that, you'll be back at the base. Kazuki's quick thinking is about to get himself and Ryogo into your first battle.
