Prosperity is your Homebase, a settlement struggling against the Highwaymen in Hope County. To survive, Prosperity must be upgraded using ethanol, essential for its eight facilities. Ethanol is primarily earned by liberating outposts, but hijacking tanker trucks and raiding enemy supply drops also provide significant amounts. Specialists must be recruited to bolster defenses. Three of the five Specialists—Bean, Selene, and Grace Armstrong—are available early in Hope County. Prosperity's initial upgrade requires recruiting two Specialists, acquiring enough ethanol for three facility upgrades, and rescuing Thomas Rush. The second Prosperity upgrade needs the remaining three Specialists and upgrades to nine additional facilities. Prosperity also serves as a fast travel station.

Facility upgrades depend entirely on ethanol. Liberating a level one outpost yields 100 ethanol and 5 carbon fiber. Taking it undetected grants an additional 50 ethanol, and doing so without triggering an alarm adds 25 ethanol. Scavenging a level one outpost earns an extra 50 ethanol, enabling level 2 enemies to occupy it. This disables fast travel and increases alarm difficulty and garrison size. The reward for taking a level 2 outpost increases to 200 ethanol and 15 carbon fiber. Undetected captures yield 100 additional ethanol, and no-alarm captures yield 50 ethanol. Scavenging a level 2 outpost earns 100 more ethanol, but enemies are tougher, and alarms are randomized. Taking one yields 300 ethanol base, with 150 additional for undetected and 75 for no-alarm captures. Level 3 outposts can be scavenged repeatedly for 150 ethanol.

Hijacking an enemy ethanol tanker earns 75 ethanol. Kill the driver and escort, then drive the truck to a liberated outpost or Prosperity without dying. Raiding Highwaymen supply drops, marked by yellow smoke and a plane sound, yields 30-40 ethanol and other resources. Beware of Highwaymen near these caches.

Resources include weapons, ammo, components, gears, duct tape, springs, copper, titanium, and crafting plants. They are found in the environment, on corpses, in locations, from hunting wildlife, foraging plants, and fishing. Resources are also in stashes (Section 23: Treasure Hunts), hijacked supply trucks, from looting scavengers, and stolen enemy supply drops.

Seven Expeditions outside Hope County are vital for resources, especially circuit boards for high-end weaponry and titanium. Expeditions have 3 difficulty levels, with the highest being repeatable.
