Use the canvas to assemble pieces 8 and 9 together.

Switching in and out of canvas view, move the conjoined pieces to the upper part of the canvas, so that the platform they create can be jumped to from the upper left-hand platform.

Head left from the canvas, climbing the ladder and then jumping back across the clouds.

Avoid the enemy here if you plan on getting #7 now as well, and jump onto your new platform.

Most likely, you won't have it positioned where you can also jump to the far right platform, so stand on the extreme right edge and press <B> to access canvas view again.

Without adjusting the vertical height, slide the platform piece across the canvas a ways, checking the level to make sure you're still on it.

Then, use your additional running room to make the jump and grab the piece.
