Climb the climbing wall to the highest broad platform. You will find a flower here; this is the optimal spot to place the time manipulation ring.

Jump onto a cloud just as it becomes barely within your jump distance.

Run across the cloud and make a leap of faith to the right. The last cloud will disappear while you are within the time field.
