    Talk to Ryuji and select "Yeah, I'm ready." (bottom option) and "I'm sure." (bottom option) to begin the finale.

    Fight your way to the Millennium Tower with Ryuji.

    Resupply if needed and clear the initial horde of mutants.

    Enter the Millennium Tower and clear the bottom floor.
