    In Downtown, go to the top-right most spot in Junk City to find Williams.

    Talk to Williams to start the quest.

    Fix the three Generators located on Skid Street, at the Coffee Shop, and at Apartments Floor 10. You can fix the first two in any order.

    The Generator at Apartments Floor 10 cannot be fixed until the other two are repaired.

    Warning: When you attempt to fix a Generator, the screen will lock and enemies will spawn endlessly until it is fixed. Focus on fixing it quickly.

    After fixing all three Generators, talk to Williams again.
