The Superior Development requires you to finish the Third Era with at least one Upgraded Great Project. To achieve this, you should prioritize farming ambassadors early on. Consider the village you plan to focus on last. If it's a forest village, for instance, upgrade the Forest Giant's plant-appropriate abilities to their fullest. Select your four ambassadors accordingly (3 forest, 1 swamp) and establish initial villages that align with this strategy.

Create six basic Projects. You can destroy a town or two if it helps in creating a project, rather than establishing six separate villages. Then, complete four project upgrades, followed by four grand projects.

With astute symbiosis and by upgrading resource points as you unlock improved abilities and aspects, this development should be relatively easy to achieve.
