Kira Nakazato, also known as 'Kaze', hails from Ocean Hill and drives a Mercedes-Benz CLK 500. Her strength is 'Cost To State'. She is described as crazy, demolishing opponents with speed rather than skill, and is not afraid to damage her own ride to take you out of commission.
