Metal Characters

Metal characters are a bit different. Even though they're a higher tier, they get fewer stat boosts from promotions compared to Gold characters. They also don't have access to Breakthrough. It takes more copies to Elite them, which you can see with a small progress bar above the promote button. Reaching Elite III is necessary for them to evolve and gain access to Dark Power.

It's estimated that if Metal characters could reach EX (E10), they'd have a multiplier around 600%, which is less than what a Silver Elite VII character gets. But, the way Metal characters gain stats means higher promotions give bigger boosts per promotion.

Generally, a balanced team isn't the most efficient, but there are exceptions, like the Flashpoint team, where promoting each member to Elites IV-V makes sense because they all contribute to damage through Flashpoint Deathstroke's passive.
