Every time you release the throttle, your car slows down. To maintain a certain speed, you must be accelerating when you reapply the throttle. During rapid throttle taps, both acceleration and deceleration values likely play a role in how the game handles this. If you are experiencing issues, it is probably more beneficial to adjust the acceleration value than the deceleration value.
