Throughout Fallout Shelter, you will acquire weapons and outfits that you can assign to characters. Outfits have the benefit of adding some diversity to your dwellers as well as adding to their S.P.E.C.I.A.L. (Strength, Perception, Endurance, Charisma, Intelligence, Agility, Luck) levels. Different outfits add differently to the S.P.E.C.I.A.L. levels. Weapons work similarly, with damage levels indicated like “6-8”, meaning 6-8 damage per shot. It is recommended to arm at least one person in every room, or just arm everyone, to easily deal with threats.

Incidents are occurrences throughout the game that are detrimental to the everyday life of the Vault Dwellers. There are three different incidents that will occur at random during your Overseeing of the Vault:

  • Room Fires: A room catches on fire. Dwellers will automatically begin to fight the fire (provided they’re not pregnant or a child), but the longer it takes, the more damage they will take. This can occur if a RUSH (an attempt to speed up production) fails. If no one is stationed in the room, you can drag dwellers over to extinguish the fire, and they will return to their previously assigned stations afterwards.
  • Radroach Infestations: Pesky little Radroaches will dig their way into your vault and pop up in a room. The Dwellers of said room will automatically fight them. Arming your dwellers helps them kill radroaches quicker, yielding less damage and death. This can also occur if a RUSH fails. Similar to fires, you can drag dwellers over to deal with the radroaches, and they will return to their stations afterwards.
  • Raider Attack: A small group of Raiders break down your vault door to steal your resources. Your resources will gradually deplete until your dwellers have killed all the Raiders. It is recommended to station two heavily armed dwellers in the Vault Door room to defend against Raiders.

There are 20 different types of rooms that you can build to expand your Vault. Additionally, there are 24 potential levels of depth you can build down to, although most are blocked by rocks that you have to destroy for a fee.

Building Types:

  • Elevator: Enables dwellers to move up and down the floors. Elevators are stackable vertically, and you have room for two separate elevator shafts in the width of your vault.
  • Living Quarters: Controls how many dwellers you can have living in your vault at one time. The Vault max is 200 by default. This is also where charismatic dwellers can become pregnant to make more dwellers.
  • Power Generator: Creates power. Best staffed by dwellers high in Strength. More rooms require more power.
  • Diner: Creates food. Best staffed by dwellers high in Agility. More dwellers require more food.
  • Water Treatment: Creates water. Best staffed by dwellers high in Perception. More dwellers require more water.
  • Storage Room: Increases the amount of weapons and outfits you can have unassigned at once. Dwellers high in Endurance are happiest when stationed here.
  • Medbay: When staffed, the MedBay acts as a Stimpak (healing item) generator.

  • High Luck is helpful during RUSHing as it leads to less failure.
  • High Luck is also valuable for explorers in the Wasteland, leading to the discovery of more goods.
  • Arming dwellers helps significantly during Radroach Infestations and Raider Attacks.
  • Consider the S.P.E.C.I.A.L. stats of your dwellers when assigning them to rooms for optimal efficiency.
  • Don't expand too quickly; ensure you have adequate power, food, and water production to support new rooms and dwellers.
