You'll be using a special, sentient vending machine called NORA to get this done. Think of her as your personal upgrade station, scattered throughout the game world. To craft anything, whether it's a new weapon, some ammo, or even helpful consumables, you'll need two things: a recipe and the right crafting materials. Keep an eye out for these as you explore – looting objects and fallen enemies are your best bet for finding them. Don't forget about your Polymer Glove! While it's not directly for crafting, the powers it grants, like Shok and Telekinesis, can really complement your crafted gear. Plus, you can even add elemental effects to your weapons using Cartridges, making them even more potent against those pesky robots and organic foes.
