Ace Combat 8: Wings of Theve is set in the year 2029 within the Strangereal universe. The game's narrative centers around the Federation of Central Usea (FCU) and its conflict with the Republic of Sotoa. Following the Lighthouse War, the FCU faces internal struggles due to economic issues and unrest among its member states. Meanwhile, Sotoa grapples with severe climate change, leading to desertification and water shortages.

The story follows the player character, initially the weapon systems officer for FCU ace pilot Jan "Rex" Cope, known as the "Wings of Theve." After Cope's death during an invasion by Sotoa, the player must assume his callsign and lead Joker Squadron from the carrier Endurance to defend the FCU. This conflict marks the first in-game appearance of both the FCU and Sotoa, expanding the lore of the Ace Combat universe.
