They can house tons of citizens, depending on how many houses you build. Each city type has a limit on the number of buildings you can place, but you can customize them all in the City Planner. Each T-Score level lets you place another city on a planet and increases the building limit for each colony. If the atmosphere isn't right, the colony will be protected by a biodome, or you can use Terraforming. You can't build underwater colonies, and they need to be near a spice geyser to work. Be careful when attacking other empires' colonies; they'll likely retaliate! The maximum of three colonies per planet can give you a good amount of Spice, especially if you add a spice storage facility. Some players aim for a high Spice production (like 198/hour), but this might lower happiness.
