Resolve 'Trouble in the District' in Neva's Docks: win a drinking contest, infiltrate the Silver Sails Trading Post, and secure the Cockatrice Feather.

Since the Docks do not have any specific quest to follow to do what you need, follow these instructions:

On the west side of the Docks, a band of Bloodpirates guard their ship. Kill them and take a uniform. (This is also where you can get the item to complete Daelan's Tale.) Pick up any smuggler's coins if you want, while you are killing Thugs. Go to the Seedy Tavern wearing the Bloodpirate Uniform, and speak to the Auctioneer in the back corner to trade the coins for slightly above average items.

What: Entering the Seedy Tavern will automatically initiate this quest. Inside, speak with the half-orc, Jalek. You'll need to engage him in a drinking contest, which requires a good Constitution score. Consider using an Endurance potion to boost your chances of winning. After the public display, speak with the man standing beside Jalek. Acquire the key from him, then proceed to the back room and speak with the chef. Persuade the chef to allow you entry downstairs. Descend the steps, and you will find a woman named Dara'nei being interrogated. After speaking with her, you will receive an amulet. Use this amulet as a key for a specific door within the Silver Sails Trading Post. Venture through this area to find Callik and Vengaul arguing. Following a brief battle, you will locate the Cockatrice Feather. Picking up this feather will grant you 200 XP. The Cockatrice Feather is a vital component for 'The Wailing and the Waterdhavians' main quest.
