This last one is on the beach, northwest of the main track. From the starting flag, head west. At the first corner, look out for a yellow plane in the distance. To the right of that plane, you'll see another sandy road. Follow that road across the water, and keep going past Yoshi's Diner. Just past the diner, there's an island. Drive to the right side of that island, and you'll find a small sandy patch with the final panel on it. Drive over it to complete all the panels for Koopa Troopa Beach!
