Connecting to the Wind Farm allows you to build generators with your PCC, access supply requests, Bridge Links, and take on Standard Orders. Take on available Standard Orders and the Order for Sam, even if it maximizes your cargo burden, as you'll be returning to Capital Knot City and can make deliveries along the way.
Given your cargo weight, wait for Timefall to clear before ascending the hill. If you enter the forest without hitting Timefall, you're clear. In the forest, look for Lost Cargo for "Ludens Fan."
